Why Did The DHS Just Order 450 Million Rounds Of .40 Caliber Ammunition?


The Department of Homeland security has just executed an order for enough rounds of 40 caliber ammunition to kill every man, woman and child in the United States.

The Intel Hub alerts us to a shocking new defense contract entered by the Department of Homeland Security to secure a massive amount of  ammunition, with the option for infinite supply, infinite delivery.

ATK Awarded Contract to Supply 450 Million Rounds of .40 Caliber Ammunition to the Department of Homeland Security

ATK has secured a major Indefinite Delivery/Indefinite Quantity deal to supply up to 450 million rounds of .40 caliber ammunition to the Department of Homeland Security.

The 1 year contract with four option years comes at a time when many Americans believe that DHS, along with certain aspects of the military, will soon turn their sights on the American people during some sort of martial law scenario.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, the president of ATK’s Security and Sporting group,” reported a PR Newswire release.

The Department of Homeland Security has been extremely busy in the last few months.

Whether it be mastering their surveillance of social media, planning to buildlevel 4 bio weapons labs in the middle of the country, defending Globalism,lying to Congress about their big brother policies, labeling people who believe in conspiracy theories as potential terrorists, or taking over cyber security, DHS seems to be actively working against the American people on every front.

Considering this, the fact that they are openly ordering millions more rounds of ammunition should at the very least give the American people pause.

As 2012 continues to move forward and the awakening of the sleeping giant that is the American people kicks into high gear, federal agencies seem hell bent to continue to gear up for a possible confrontation with the people of this once great country.

ATK ATK +0.25% announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.

ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.

“We are proud to extend our track record as the prime supplier of .40 caliber duty ammunition for DHS, ICE,” said Ron Johnson, President of ATK’s Security and Sporting group. “The HST is a proven design that will continue to serve those who keep our borders safe.”

ATK will produce the ammunition at the Federal Cartridge Company facility in Anoka, Minn. Deliveries are expected to begin in June.

While just a “standard disclosure” the press release goes on to warn this is forward looking contract which may change based on a variety of factors, including economic conditions.

Among those factors are: changes in governmental spending, budgetary policies and product sourcing strategies; the company’s competitive environment; the terms and timing of awards and contracts; economic conditions; the supply, availability and costs of raw materials and components; or reliance on a key supplier.

Question: Who Needs .40 Caliber?

A newbie I know got a sudden hard-on for 40 cal. “It’s what the cops use,” he said. “It’s not as cheap as 9mm,” I pointed out, knowing that my ballistic buddy was going to be doing a LOT of shooting. “It’s also harder to manage the recoil, so you’ll probably going to be less accurate. And it doesn’t make as big a hole as a .45.” I didn’t get into the .40′s history: the whole post-1986 FBI shooting“we need a bigger caliber so how about we neck-down this 10mm cartridge” deal. I think I convinced him with this: “This isn’t Goldilocks and the Three Bears. There is no ‘just right’ caliber. Big holes (.45) or more filling (9mm); pick one.” Am I wrong?

      The contract, “ID/IQ”, means the government can issue purchase orders over the FIVE (1 plus 4 option years). The VENDOR agrees to supply UP TO 450M rounds throughout the five years.
      It’s nothing but scoping the boundary conditions, folks. It is a way to lock a vendor into a price, without having to renegotiate every year.
      The vendor has a guaranteed minimum that will be bought (not mentioned) and the gov’t is limited to No More Than 450M rounds.
      These contracts are NOT just for DHS. All the government agencies have contracts. The Army can go to the DHS contract and execute a purchase order. Seriously, it’s a smart way to do business and take care of the public funds.

  4. Not a problem. Just do what you know you need to do as an American Citizen. Prepare to defend yourself, your family and friends. There are 60+ million firearm owners in this country. No Government or entity will ever be able to take them away. Unless you let them. We are not Great Britain, Europe or Australia. As a retired Vet…I can tell you that the US military will not follow this regimes orders when they come. Just be calm, prepared and practice good accuracy.

That is a fairly standard contract for ammo…..DHS agents have to qualify quarterly (min. 72 rounds/agent fired and 72 rds. replacement ammo for duty), plus 50 rds./month training ammo, or approx. 300 rds. every 3 months, 1,200 per agent per year, IF there is no need to re-qualify (another 72 rds.). That is for ONE agent on a yearly basis…..multiply that by the over 100,000 gun carriers in DHS and you get the picture. These figures are based on what we did when I was a Range Officer for the BP and ICE prior to my retiring in 2004……it may be more or less now….

    • OK Did the math, thats 1.2 Million a year. So why 450 million a year or 4 years? It smells!

    • Um… that means there would be 3750 DHS agents. approx. Either we don’t have to worry about 3750 DHS agents taking over the US OR we have to worry about. However if each officer is carrying 20 rounds (more than enough per household) that would mean 225000 agents. Either way according to THIS information, we have nothing to fear…unless the number of “suspected terrorists” is <225000. In which case, everyone who believes that this country is screwed (assuming that there are less than a quarter of a million of us) will fill their own prophecy by attaching themselves to the hit list for "conspiracy theories". One way or another, I'm fucked.

    “ATK has secured a major Indefinite Delivery/Indefinite Quantity deal”. This doesn’t mean that ATK will supply 450 million rounds, this year. This means ATK has an open-ended purchase order to deliver rounds as requested, renewable yearly, up to 450 million rounds. Contract ends.

    Ron Johnson, the president of ATK’s Security and Sporting group – is he a major contributor to political campaigns? Did he sleep in the Lincoln bedroom? I doubt it.

    ATK will gear up to produce probably 2 million rounds a year. To supplement their investment and utilize unused capacity, they will produce on the same production line rounds to supply the public with about 60 million rounds of various loads per year, including ratshot.

    Big plus for gun owners, .40 cal is going to be affordable.

    For the 10mm/40 questions. A .40 is not a “necked down” 10mm. The only practical necked down 10mm is a 9X25 Dillon, and it is indeed firebreather.

    Can a 10mm be fired in a .40 and vice versa…

    A 10 will not chamber in a .40 due to the length of the case. Since the case head, body diameter and caliber are the same, a .40 potentially could be fired in a 10mm if the extractor was strong enough to hold it against the breech face. Both designs head space on the case mouth, so the firing pin conceivably could drive the 40 into the 10 chamber rather than firing. Were the firing to be successful, one would have to take care that the chamber did not get crudded up to the point that a 10mm would not chamber.

    Overall length would be an issue also for reliable magazine feeding. It is common practice to lengthen the throat of a .40 P16 (ParaOrdinance) and then lengthen the overall length of the loaded round to make reliable feeding a reality.

    The only other significant difference is the .40 uses a small pistol primer and a 10mm uses a large.

    A .40 could be fired in a revolver chamber for a 10mm, since both would require half, or full, moon clips due to their rimless design.

    Now, why did these people buy so much ammo? Probably due to a kick back to a DHS official. Thats a lot of ammo to store and keep track of. The cost of that will be horrific alone.

I’m sure the timing of this order by DHS coinciding with Obama’s latest Executive Order (giving himself and his regime peacetime power over everything from food to energy) is just a coincidence. Right? After all, it’s not as if Janet Napolitano thinks that people who uphold the Constitution, who support the 2nd Amendment, who want the borders enforced, who have a Christian-based religion, and who want the Federal government out of their lives are dangerous “extremists” or anything,….Right?

Okay so I know many of the conspiracy nuts are going to dismiss this explanation and while I will admit, I do not know this for a fact, what I do know that many law enforcement agencies purchase ammo in bulk and if you look at DHS and the number of bureaus and agencies within the organization (FPS, ICE, CBP, SS, OIG, Etc….) this actually is not a great deal of ammo. Federal LEO’s have to qualify quarterly, and some shoot more if they are on Tactical teams. So if you look at the number of police officers, agents, etc that carry sidearms and if the average agent shoots 200-250 rounds during qualification/proficiency sessions that really is not that much.

    What DHS was doing is referred to as “Strategic Sourcing” and that entails is purchasing needed commodities used in support of government operations to take advantage of cost discounts. Amazing that the U.S. Government is taking advantage of bulk purchases the same way they purchase toner cartridges and copy paper to save taxpayer dollars (take a look at GSA’s strategic sourcing initiative) and the conspiracy nut-jobs abound that the government is up to something…unbelievable and a little scarey. What I am also amazed at is that nobody seemed to be interested in the fact that DHS has done a great job in unifying one central caliber across several independent bureaucracies…that is a lot of officers, agents, etc…carrying sidearms that are in the same caliber…while that is a tactical decision…two agents in a rolling gun fight with two different caliber pistols could present a challenge if one agent runs out of ammo and needs a magazine and the other agent cant help because he has a different pistol/caliber. Again, something that the American should be happy about (strategic sourcing at work) and yet the nut-jobs are looking for something ugly and malicious.

    I for one am happy that U.S. Government did something that makes sense, especially when it comes to spending taxpayer dollars.

    • The standardization of weapons and ammunition across different agencies is a great idea; and volume discount buying at a set price–over several years makes absolute cost-saving sense. That’s why I’m a little suspicious. This is the federal government we’re talking about. 😉

    The above agencies have lots of agents and have a lot of training to do. You do want competent shooters in law enforcement, don’t you.

  28. Hi folks, as responsible citizens, it is our obligation to scrutinize everything the government does at every level. The consent of the people of the United States will only be respected by government officials if they believe they are being watched and will be held accountable for their actions by citizen patriots. It doesn’t matter if it is 450 million rounds of 40 cal. ammo, or 450 million paper clips. That is our money they are spending, and we have the right to know how it is being spent and what the procured products are to be used for.

If all the “skeptics” were to take that questioning, negative energy and work on making things better, then everything would be better. The negative energy of skepticism stands in the way of change.   31. Ok, reduce the panic people… Why 40..? Well that’s the cartridge used by the departments linked to DHS. They all, at times, use the same rounds for training as they use for duty. The sheer volume makes it affordable to do so. Here are some of the departments that are considered part of DHS: US Coast Guard, ICE / Immigration & Customs Enforcement, US Border Patrol, US Marshals, US Air Marshals, FBI (FBI Academy training), US Postal Inspectors, US Fish & Wildlife – Game Wardens, US Forestry Service… and probably a few I’ve forgotten.

    All of these people need to be trained. For many of these folks 1000 to 2000 rounds of ammunition is used in training, per person! Then there’s in-service training and duty ammunition. So chill a little bit, this is not something that’s delivered in a week, a month, or even a year. This is a term contract spread out over time. It would be impossible for ATK to produce that volume of ammunition in a short timespan.
